End the Backlog is a program of the Joyful Heart Foundation to shine a light on the backlog of untested rape kits throughout the United States. Our goal is to end this injustice by conducting groundbreaking research identifying the extent of the nation’s backlog and best practices for eliminating it, expanding the national dialogue on rape kit testing through increased public awareness, engaging communities and government agencies and officials and advocating for comprehensive rape kit reform legislation and policies at the local, state and federal levels.
The mission of the Joyful Heart Foundation is to transform society's response to sexual assault, domestic violence, and child abuse, support survivors' healing, and end this violence forever. Since 2010, Joyful Heart has made the elimination of the rape kit backlog its top advocacy priority. Through their END THE BACKLOG initiative, last year, they launched a campaign with an ambitious goal: to enact comprehensive rape kit reform laws in all 50 states. While the type and degree of their efforts vary in each state, Joyful Heart's core focus is on supporting the development, advocacy, promotion, and passage of these essential reforms to bring justice and healing to survivors across the United States who have waited far too long for justice.

RAINN operates the National Sexual Assault Hotline at 1.800.656.4673 and the National Sexual Assault Online Hotline at rainn.org, and publicizes the hotline's free, confidential services; educates the public about sexual assault; and leads national efforts to prevent sexual assault, improve services to victims and ensure that rapists are brought to justice.
Test400k raises awareness, advocates, lobbies, and pushes for innovative new technology to be used in ending the backlog of untested rape kits and make sure communities and law enforcement provide immediate and swift response time to victims of sexual assault going forward.
