End the Backlog is a program of the Joyful Heart Foundation to shine a light on the backlog of untested rape kits throughout the United States. Our goal is to end this injustice by conducting groundbreaking research identifying the extent of the nation’s backlog and best practices for eliminating it, expanding the national dialogue on rape kit testing through increased public awareness, engaging communities and government agencies and officials and advocating for comprehensive rape kit reform legislation and policies at the local, state and federal levels.

END THE BACKLOG: A Joyful Heart Foundation

The mission of the Joyful Heart Foundation is to transform society's response to sexual assault, domestic violence, and child abuse, support survivors' healing, and end this violence forever. Since 2010, Joyful Heart has made the elimination of the rape kit backlog its top advocacy priority. Through their END THE BACKLOG initiative, last year, they launched a campaign with an ambitious goal: to enact comprehensive rape kit reform laws in all 50 states. While the type and degree of their efforts vary in each state, Joyful Heart's core focus is on supporting the development, advocacy, promotion, and passage of these essential reforms to bring justice and healing to survivors across the United States who have waited far too long for justice.


AEquitas' mission is to improve the quality of justice in sexual violence, intimate partner violence, stalking, and human trafficking cases by developing, evaluating, and refining prosecution practices that increase victim safety and offender accountability.


H-E-A-R-T (Hope Exists After Rape Trauma) is a victim centered organization whose work includes helping to enact legislation, both state and federal, presenting at seminars, giving press conferences and generally working to raise awareness. H-E-A-R-T promotes the expanded use and continued improvement of DNA testing through educating legislators, law enforcement officials, and others.


The International Association of Chiefs of Police (IACP) aims to advance the art and science of police services; develop and disseminate improved practices and promote their use; foster police cooperation and the exchange of information throughout the world; and encourage adherence of all police officers to high professional standards of performance and conduct.


The International Association of Forensic Nurses (IAFN) is an international membership organization that develops, promotes, and disseminates information internationally about forensic nursing science.

National Alliance to End Sexual Violence

The National Alliance to End Sexual Violence educates the policy community about federal laws, legislation and appropriations impacting the fight to end sexual violence. Its team of experts and advocates, donating time away from their state and local groups, publish written analysis, track legislation, provide media interviews, and advise members of Congress and the executive branch.

National Center for Victims of Crime

The National Center for Victims of Crime is the nation's leading resource and advocacy organization for crime victims and those who serve them. Since its inception in 1985, the National Center has worked with grassroots organizations and criminal justice agencies throughout the United States serving millions of crime victims.


The Rape, Abuse & Incest National Network is the nation's largest anti-sexual assault organization. RAINN operates the National Sexual Assault Hotline at 1.800.656.4673 and the National Sexual Assault Online Hotline at, and publicizes the hotline's free, confidential services; educates the public about sexual assault; and leads national efforts to prevent sexual assault, improve services to victims and ensure that rapists are brought to justice.

Test400k raises awareness, advocates, lobbies, and pushes for innovative new technology to be used in ending the backlog of untested rape kits and make sure communities and law enforcement provide immediate and swift response time to victims of sexual assault going forward.
