As his administration rallied around promises of reform and development, the city was confronted by a surging crime rate that was given the media spotlight by Councilman Carcetti. A master at manipulating racial politics and greasing the right palms, Royce is nonetheless narrowly defeated in the Democratic primary, in part because his tactics offend key supporter Odell Watkins.
