Officer Anthony Colicchio is driven by a strong sense of right and wrong, which doesn't always match that of his colleagues' on the police force. He is against Major "Bunny" Colvin's "Hamsterdam" project to legalize drugs, but still follows the orders of his commanders. When the project fails, he is pleased to return to making tactical raids on the known drug corners. Sgt. Ellis Carver tries to teach him that building a relationship with the corner boys can produce more effective police work than repeated arrests, but Colicchio doesn't heed the lesson.
