Ultimately working for Cy Tolliver, Leon is playing both sides in a dangerous con. In exchange for opium to feed his dope habit, Leon acts as Al Swearengen's eyes and ears inside the Bella Union, the Gem's only real competition. But while serving as the Bella's faro dealer, Leon-in concert with Jimmy Irons-robbed and killed Wu's opium courier, who was bringing drugs for Wu to sell to Swearengen. After Swearengen executed Irons in reprisal, Bella owner Cy Tolliver saw an opportunity to use the killing of the white man as an excuse to stir unrest in town. He has instructed Leon to serve as rabble-rouser by speaking out against the Chinese, a tawdry role Leon seems born to play.
